Draft Scope:

This PAS specifies requirements for establishing processes at organizational and project level, for effective engagement with stakeholders in connection with projects, programmes  and /or services that impact on the environment, society and economy.

NOTE 1  Annex A illustrates the relationship within this PAS between organizational capabilities at the corporate level and those required for implementation at the project/programme and service levels.

These requirements support the key elements necessary to enable successful implementation through:

Leadership  – responsible executive;

Competence – the right people with the right skills;

Design – a precise set of the major steps necessary;

Documentation – accessible and usable via the Stakeholder Engagement Plans (SEPs);

Tools and systems – necessary to support performance;

Measurement and audit – to provide assurance of benefits realization and compliance;

Continual improvement – incorporating experience and feedback.

NOTE 2  Projects may include, for example, construction works, transport and utilities systems, hubs and networks, information systems and solutions. Also, the organization may wish to apply the principles of this PAS to engagement with internal stakeholders in order to obtain understanding and buy-in to a particular approach or initiative.

It is applicable to organizations of all sizes involved in the implementation of any phase within the lifecycle of a project and/or service of any scale.

NOTE 3 This approach is intended to provide a more effective way of working and help to build a more inclusive and collaborative environment that opens the way to create enhanced performance and value. Annex B provides an example of the various lifecycle phases of a project.

NOTE 4 Attention is drawn to any applicable planning, legislative, contractual and regulatory requirements or policies, whether corporate or governmental.
